OpenPdfEdit is a free, open source PDF editor available as a web app, desktop application for macOS and Windows, and browser extension for Chrome and Edge. It provides 40 tools including annotation, redaction, form filling, signing, page organization, and OCR without requiring account creation or document uploads.
Every edit runs locally on your machine using a Rust core compiled natively for desktop and to WebAssembly for the browser. The web app works offline after the first load, and the desktop app never requires a network connection. Documents are processed entirely on your device—no server is involved.
Most features are free with no page limits or watermarks. Two Supporter tools—watermarking and OCR—cost 1,000 credits ($5) as a one-time purchase. The editor is fully open source under AGPL-3.0-or-later, with publicly available code on GitLab that anyone can read, build, or fork.

No. All opening, annotating, redacting and saving runs on your own machine. No document or part of one is sent anywhere, and the Chrome extension declares no permissions or host permissions at all.
Not to install, use, or save a file. An account only exists for the two Supporter tools and only to carry the one-time payment.
Yes. The desktop app never needs a network. The web app requires a network only to load the page the first time; after that it keeps working offline, including after a reload.
It is real redaction. The text is removed from the page's content stream and covered pixels of an image are overwritten. The file is rewritten rather than appended to, so removed content is not recoverable from earlier revisions.
